On Monday, 20 July 2026, GTP management unilaterally released a Draft Restructure Management Plan (RMP) proposing to slash 80 ongoing permanent roles (a 20 per cent cut to the permanent workforce) while expanding temporary, insecure roles by 53 Full Time Equivalent (FTE).
Your union, the PSA, met with department representatives on 23 July 2026. We raised serious concerns regarding the inadequate 3-week consultation period, the casualisation of public sector work, and the severe psychological pressure being placed on an already exhausted workforce. Management refused to extend the consultation period, stating they ‘normally only allow two weeks.’
Our legal and industrial position
The É«ÀÇÉçÇøhas formally notified an industrial dispute under Clause 9 of the Conditions Award and invoked the Clause 9.11 Status Quo provisions. This means GTP must immediately halt all restructure and implementation activities.
We are challenging the restructure on the following grounds:
- Breach of the Premier’s Core Work Policy (Circular C2025-05):Â The government is mandated to build permanent in-house capability, not replace permanent staff with temporary roles.
- Failure to manage Psychosocial Hazards: Management’s own RMP admits that 60 per cent of staff are experiencing burnout. Cutting 80 permanent roles will severely worsen this systemic overload, breaching Section 26A of the WHS Act 2011.
- Fait accompli consultation:Â Locking product moves out of scope and presenting a pre-completed design violates Clause 65 of the Award.
- Interstate discrimination:Â Barring interstate employees from Stage 1 Direct Assignment is unfair and non-compliant with the GSE Act.
What happens next?
We have demanded an urgent dispute meeting with Department of Customer Service management. If the department refuses to maintain the status quo or engage in good faith, the É«ÀÇÉçÇøwill escalate this matter to the NSW Industrial Relations Commission for a compulsory conference and notify SafeWork NSW of the active safety breaches.
