Damning IRC findings: DPIRD, by the actions of Dr Andrew Moriarty, unlawfully victimised É«ÀÇÉçÇødelegate

  21 October 2025

The Industrial Relations Commission (IRC) has found that it is “highly likely” and “probable” that an “extremely agitated, extremely wound up, very angry” Dr Andrew Moriarty, former Director of the Fisheries Compliance Unit, victimised Joe Wright, É«ÀÇÉçÇøDelegate, because he participated in the PSA’s media and industrial campaign to improve workplace safety.

The decision has broken new ground: most significantly the IRC has found that it is unlawful to punish a union delegate for speaking to the media about an industrial campaign. This is a big win for the rights of delegates.

The decision is available at We recommend that all members read paragraphs 352 onwards.

This win comes after the É«ÀÇÉçÇøsuccessfully prevented the Department of Primary Industries and Regional Development from obtaining orders to compel Fisheries Officers to lift work bans in late 2024: another landmark decision for workers’ rights. The É«ÀÇÉçÇøis now preparing to arbitrate its claim for increased salaries and improved conditions under the Fisheries Officers Award, which will be in hearing in 2026.
