CPSU NSW update: National Heavy Vehicle Regulator – Central Leadership Structure
18 July 2023
Central Region Leadership Structure – Consultation and Feedback
The CPSU NSW has been notified by the NHVR of potential changes to the current leadership structure in the central region, flagging that purported improvements can be made.
Consultation has been ongoing with some feedback influencing some interim changes to the proposal. The NHVR presented on the proposed changes for a Central Leadership Structure, in a consultation session with employees whilst acknowledging the 2-year employment guarantee undertaken with the transition to a Copied State Instrument (CSI) in 2022.
The NHVR are not proposing redundancies as part of the change.
The proposal for a future structure includes:
The proposed future structure will include:
- Introduction of a mid-tier leadership level with Senior Safety and Compliance Officers (SSCO) that will have direct reports (SCO ’s and Shift Supervisors) and leadership accountability
- Current SSCO positions will be retitled to Shift Supervisors. These positions will remain and report into proposed new SSCO positions. If these positions become vacant they will not be backfilled. SCO positions would replace these positions going forward.
- Reduced number of Principal Safety and Compliance Officers (PSCOs). Using vacancies and a phased approach
- Recruitment will be undertaken for newly created SSCO and vacant PSCO positions, inline with the proposed structure
- Phased approach Roles are created and/or filled based on attrition and current vacancies
The number of leadership positions in the proposed future structure include:
- 4 x Operations Managers
- 12 x Principal Safety and Compliance Officers
- 27 x Senior Safety and Compliance Officers
The CPSU NSW and membership have raised concerns over any restructure proposal during the 2-year guarantee with the CSI in place.
The NHVR is welcoming feedback from 21 – 31 July 2023.
Any member, or potential member, that wishes to reach out to the CPSU NSW to voice concerns or have suggestions or questions as to the proposed structure should contact as soon as possible.
