The NSW Liberal National Government has slashed 300 public sector jobs on the Central Coast in recent years and now the privatisation of Disability Services and Out Of Home Care is also eating away at your community.

This is a Government that just builds roads, not a society.

The Central Coast is out of sight and out of mind as far as this Government is concerned with the highest rate of vulnerable children in Out Of Home Care of all FACS districts in the state.

The Government鈥檚 ongoing privatisation agenda is setting up the Central Coast to fail spectacularly.

If the Government really wants to make a difference to the lives of people on the Central Coast, it should urgently rethink the catastrophic plan to privatise the Land Titles Registry, a move condemned by everyone from academics to property developers and pull back from the forced transfer of state disability services.

The Government trumpets its efforts on 鈥榣ife-changing projects鈥� but what could be more life changing for people on the Central Coast than to lose the security on their property?

What could be more life changing for families than to have the care of loved ones with disability thrown into free fall after the Government completely steps away from that space?

NSW will be the only state in Australia with no Government safety net for people with disability.

On the Central Coast alone, that will impact on 2,735 clients.

This is a Government that washes its hands of all social responsibility whether it鈥檚 starving the world class TAFE system of funds while throwing millions at dodgy private providers or pushing vulnerable kids into a non-Government Out of Home Care system and then reading the horror stories in the media.

Please keep these critical issues in mind when you vote.

I would like to thank all those who supported me over the last few years and everyone who worked so tirelessly during the 色狼社区election on behalf of myself and my leadership team.

I extend my warm congratulations to new Assistant General Secretary, Troy Wright and new President, Kylie McKelvie along with Senior Vice President, Nicole Jess and Vice Presidents, Wendy Hurry and Ray Wilton.

I welcome also the new members of the PSA鈥檚 Central Council.

In my duties over the next four years I will be drawing on my experiences at the former Metal Workers Union, Parliament House 鈥� where I was a 色狼社区delegate 鈥� and the number of years I served as a Senior Industrial Officer at the PSA.

I wish to acknowledge the hard work and dedication of many staff at the Association, however, the last four years saw a number of missed opportunities for the union.

The introduction of the GSE Act should have been vigorously opposed rather than virtually waved through.

Likewise, a new Regulation under the GSE Act which strips redundancy rights from employees involved in privatisations.

With my recent experience as a carer with ADHC, I will be ensuring that the 色狼社区combats the privatisation of disability services with a fresh campaign.

It was the new Assistant General Secretary, former Probation and Parole member, Troy Wright who earlier this year as CPSU Industrial Officer lead the successful court case that won the 色狼社区the right to follow Home Care workers into the private sector. We intend to pursue a similar strategy for other members who may otherwise be lost through privatisation or outsourcing.

The new President, Kylie McKelvie and Senior Vice President, Nicole Jess will similarly use their personal experience working in Corrective Services to reinvigorate our fight on behalf of those members.

I also intend for the union to step up its efforts in a range of other areas including the fight for proper leave provisions for those impacted by domestic violence.

I am committed to restoring the status of Women鈥檚 Council in recognition of the specific challenges our female membership face, and ensuring our members in regional and rural NSW receive locally-based industrial support.

To undertake these tasks effectively, my leadership team will reboot the business of the 色狼社区to act on the concerns of delegates as outlined in the election campaign.

This will involve reshaping and realigning the internal structure of the 色狼社区which will be undertaken in full and open consultation with staff and the respective unions.

We will also make the most of our most valuable resource: delegates.

I want 色狼社区members to be proud of their union, to know that the 色狼社区is their insurance policy in the workplace.

Most of all, I want the 色狼社区to retake its rightful position as one of the key unions in NSW.

To that end, please join my team and I in making your union a real force to be reckoned with once again.

A Regulation under the Government Sector Employment Act (GSE) was passed on Friday, 17 June 2016.

This Regulation was introduced without consultation or notice to any public sector union.

It extinguishes the right of NSW public sector workers to be entitled to redundancy or severance payments where privatisations occur and so called 鈥渃omparable employment鈥� is available.

A letter was sent today to the Secretary of Unions NSW from the 色狼社区General Secretary, calling for an urgent meeting of all public sector unions.

The 色狼社区is currently alerting cross bench politicians to this Regulation and will be lobbying them for support of a disallowance motion.

The 色狼社区will be fighting the introduction of this appalling Regulation.

I am pleased to announce an historic first, with 色狼社区management having reached agreement on a single enterprise agreement for all 色狼社区staff.

Under the Fair Work Act 2009, all private sector employees, including 色狼社区staff, were moved from the state industrial relations system to the federal system.

Since that time, industrial staff in the 色狼社区have not had a legally enforceable agreement covering their wages and conditions.

In order to ensure that all 色狼社区staff had equal industrial protections, I commenced negotiations with the three internal 色狼社区unions to work on a single agreement.

Given the ambitious nature of this undertaking, it was not surprising that some difficulties were encountered in bringing all parties to agreement.

However, good will from both 色狼社区staff and management resulted in 95% of staff voting for the agreement.

Yesterday, the parties were advised by Fair Work that the 色狼社区Staff Enterprise Agreement 2016 had been approved and will take effect from 24 May 聽2016.

As members are painfully aware, individual and collective member needs are increasing due to this Government鈥檚 escalation of restructures, privatisation, performance management, badly supported IT projects and targeting of conditions.

These attacks are unprecedented in NSW public service history and have also resulted in massive work overload for many members.

In addition, the NSW Government has changed the way it manages staff through the GSE Act and the creation of the Public Service Commission.

This means that the 色狼社区and its staff have had to adapt to these changed circumstances and adopt different approaches, including developing a proactive media and advertising focus.

The aim of this has been to lift the profile of public sector workers and also raise concerns in the community about the direction the NSW Government is heading with its mass privatisation of public services.

In the last six months, the 色狼社区has had four opinion pieces published in mainstream newspapers on the importance of the work being done by 色狼社区members.

The 色狼社区has also established a Member Support Centre (MSC) in order to service increased member needs.

The MSC allows all members equal access to the 色狼社区and has also resulted in the creation of a comprehensive database of issues.

This database has allowed the 色狼社区to quickly identify emerging issues and to reallocate internal resources. A recent example of this were the hundreds of temporary jobs that were saved as a result of a coordinated and proactive approach taken by the 色狼社区and its members.

In 2015, Advocacy and Case Management Officers in the MSC were the first point of contact for almost 28,000 calls from members.

7,500 cases arising from these calls were managed to completion by the MSC team.

In order for the 色狼社区to continue to focus resources on delivering a positive outcome for the greatest number of members we currently triage calls using the following principles:

• When members contact the Member Support Centre, our staff will discuss how we can assist to resolve the issue(s) raised.
• For every issue, the 色狼社区will assess, on behalf of all our members, what can and can’t be done, and what will and won’t be done, in respect to the issue(s).
  For example, we cannot assist if the member is not a financial member of the 色狼社区or if the issue arose before the member joined.
• Importantly, where assistance has previously been requested about the same or a similar issue, or if the member goes against 色狼社区advice, this may affect what assistance the 色狼社区can provide.

Finally, it is recognised that there are still areas where improvement is needed in the way the 色狼社区is working.

However, 色狼社区staff are committed to continuous improvement and to assisting members with the very challenging environment now being faced.

For the last two years, the 色狼社区has been fighting to have an injured Correctional Officer returned to his previous employment under Section 240 and 241 of the Workers Compensation Act 1987.

This member was injured undertaking his duties and as a consequence was medically dismissed and subsequently received a payout.

The injured Correctional Officer eventually recovered and wished to be reinstated to his previous employment.

The 色狼社区took his case to the Industrial Relations Commission where the Commissioner found in favour of our member.

The employer then appealed this decision to the Full Bench of the Industrial Relations Commission which overturned the original ruling.

The 色狼社区then decided to appeal this ruling of the Full Bench to the Court of Appeal.

The 色狼社区made the decision to appeal as the matter had implications for all our members and because it fitted within the PSA鈥檚 broader strategy of leading the fight against the unfair aspects of the workers compensation legislation.

The Court of Appeal set aside the ruling of the Full Bench and court costs were awarded to the PSA.

The only avenue of appeal now within the court system is to the High Court.

色狼社区Strike in ADHC

Late last week Family and Community Services announced a substandard transfer package for staff facing privatisation in disability services. This package was previously rejected by the 色狼社区members in Home Care and is unacceptable to 色狼社区members working in ADHC.

The draft plan for transitioning the services to the private sector has also been released without any consultation with the relevant unions.

That is why this morning I authorised yesterday鈥檚 recommendation by the ADHC Departmental Committee to take state wide strike action on 3 December 2015.
