The Public Service Association of NSW (PSA) says the Minns Government鈥檚 announcement of sweeping foster care reforms, designed to rebuild accountability and transparency across a system supporting more than 13,500 vulnerable children, is a long overdue reset after years of outsourcing failures under the Permanency Support Program.

The union, which represents child protection caseworkers in the Department of Communities and Justice, said the changes recognise what frontline staff have been warning for years: when responsibility is fragmented, children fall through the cracks.

For nearly a decade, caseworkers have operated inside a system where legal responsibility remained with government while service delivery was increasingly outsourced to non-government providers.

A three-year evaluation found the model failed its core objectives, even as funding to providers climbed to around $1 billion annually and the services delivered to children declined.

The 色狼社区said the shift to strengthen oversight, wind down existing contracts and return decision-making authority to government agencies is essential to protecting children and restoring public confidence.

The reforms will also elevate the role of foster carers, expand recruitment, strengthen performance monitoring of providers and invest further in Aboriginal Community Controlled Organisations so Aboriginal children can remain connected to kin, culture and community wherever possible.

The union said frontline workers understand the stakes better than anyone.

鈥淔or years our union has been campaigning on behalf of our members in regard to the dysfunctional child protection system they were left managing by the former government,鈥 said Troy Wright, 色狼社区Assistant General Secretary.

鈥淐rucially last year in the Budget the Government committed funds to increase their salaries to a level that would address the workforce retention crisis, but the reforms announced today are the final missing piece.

鈥淭he out-of-home care system in New South Wales has been subject to more bad reviews than a Bollywood musical and more report card fails than Bart Simpson.

“It offered poor outcomes and even worse value for the taxpayer.

“Non-Government Organisations were virtually being given open-ended cheques with no responsibilities, and when they couldn鈥檛 do the work because it was too difficult, the care of children was thrown back on a resource-starved public sector.

鈥淭his will ensure the decision-making is placed with the Minister, Government and Department with the legal responsibility for children in care, and that accountability is placed on the service who accept the funding to provide it.鈥

The NSW Court of Appeal鈥檚 recent ruling that NSW parliamentary inquiries have no valid power to compel witnesses to appear before them to give evidence is a victory for common sense, says the Public Service Association.

The court ruling means outdated 124-year-old laws recently relied upon in an attempt to compel some of the Premier鈥檚 staff to appear before a parliamentary committee have now been struck down.

The laws are unusual in that they can鈥檛 be used to compel members of parliament, and therefore Ministers, to appear but they can be used to compel their staff.

The case was brought before the court by Premier Chris Minns鈥 chief of staff, James Cullen, after he was asked to appear at a number of parliamentary inquiries.

The court鈥檚 ruling is a victory for common sense, says Public Service Association General Secretary, Stewart Little.

鈥淭his is a victory for common sense,鈥 said Mr Little.

鈥淢inisters and Departmental Secretaries are fair game and should be held to account.

鈥淪taffers and junior public servants should not be used as pawns in political shenanigans.鈥

Poo balls, asbestos dumping and lead contamination to go unchecked due to planned staff cuts at EPA

Poo ball detectives, asbestos dumping inspectors and lead contamination monitors are all to be sacked if the Minns Government presses ahead with plans unveiled late last month to cut 1 in 10 positions from the Environmental Protection Authority (EPA).

The Government has announced they will cut 150 jobs.

Dozens of EPA workers will rally in Parramatta Square today to protest the Minns Government鈥檚 devastating decision to cut critical environmental protection roles.

The rally, organised by the Public Service Association (PSA), will take place at 1:00pm on Wednesday 5 November 2025 outside the EPA headquarters in Parramatta Square.

色狼社区General Secretary Stewart Little said the Minns Government鈥檚 actions amount to environmental vandalism at a time when NSW faces growing environmental crises.

鈥淥ur members clean up mystery poo balls when they wash up on Sydney鈥檚 beaches, they stop criminals dumping asbestos in bushland, they monitor lead levels in mining towns like Broken Hill to keep local kids safe,鈥 said Mr Little.

鈥淭hey make sure radioactive medical waste is transported and disposed of safely, that PFAS firefighting foam doesn鈥檛 contaminate our drinking water, and that soft plastic doesn鈥檛 end up in our waterways.

鈥淐utting these jobs doesn鈥檛 save money – it guarantees more environmental damage and health risks for the people of NSW.

鈥淲hile the Government talks about sustainability, it鈥檚 gutting the very agency tasked with keeping our air, water and land safe.

鈥淚t is of concern that the Environment Minister Penny Sharpe doesn鈥檛 realise the value of EPA staff and the essential work they do.鈥

Recent pollution incidents, including 鈥減oo balls鈥 washing up on Sydney beaches and rising lead contamination in Broken Hill, highlight the vital work EPA staff do every day to protect the public and environment.

The cuts also come as the EPA is under pressure to regulate major issues such as:

  • PFAS contamination around airport firefighting sites in Richmond and Williamstown
  • Illegal logging on the North Coast
  • Asbestos fill concerns in parks in Liverpool
  • Safe disposal of flammable lithium ion batteries
  • Transportation and safe disposal of radioactive medical waste
  • Mystery poo balls washing up on Sydney鈥檚 beaches
  • Lead contamination in mining towns like Broken Hill

鈥淣SW needs a stronger, not weaker, environmental watchdog,鈥 said Mr Little.

鈥淭his short sighted decision to save a small amount of money is going to cost us much more in the long run.

鈥淚f these cuts go ahead, the EPA will be reduced to a toothless tiger – and the community will pay the price.鈥

Prison officers at Cessnock Correctional Centre have walked off the job after a prisoner who based four of their colleagues went unpunished by a controversial Magistrate yesterday and is set to be released back into the community.

Prison officers at Bathurst Correctional Centre have also walked off the job with prison officers at all of the state鈥檚 36 prisons are likely to follow in the next few hours.

This will leave local, district and supreme courts unable to function.

Cameron Welsh bashed four prison officers earlier this year at the Cessnock Correctional Centre leaving them with sickening facial injuries.

All four prison officers here hospitalised and two will never work again.

Welsh was transferred to Goulburn High Risk Management Correctional Centre or 鈥楽upermax鈥 and isolated from other prisoners.

But yesterday a Magistrate refused to add any time to Welsh鈥檚 sentence meaning he can leave prison as early as tomorrow.

Welsh, 26, has a history of violence, in 2023 he was arrested for bashing two men with a baseball bat in the Hunter.

Prison officers in NSW are represented by the Public Service Association of NSW.

Public Service Association President Nicole Jess, herself a sworn prison officer, says it鈥檚 beggars belief Welsh has not been punished for the vicious assault on the four prison officers earlier this year.

鈥淭his tells the community it鈥檚 okay to bash prison officers, that you won鈥檛 be punished if you do and you鈥檒l be able to return to the community,鈥 says Ms Jess.

鈥淚n giving Mr Welsh a slap on the wrist this Magistrate has delivered a slap in the face to every prison officer in this state who keep our community safe from those who鈥檝e forfeited their right to walk amongst us.

鈥淧rison officers are absolutely livid about this and expect immediate action from the Minns Government.鈥

Public Service Association General Secretary Stewart Little says he can鈥檛 believe any Magistrate in the state would deliver such a misguided judgement.

鈥淢y phone has gone into meltdown, I鈥檝e had prison officers ringing me all day absolutely incandescent with rage at the signal this Magistrate has sent to the community.

鈥淭he Attorney General better get himself out of whatever meeting or media opportunity or announcement he鈥檚 currently engaged in and get this solved or else the state鈥檚 prison system is going to go into meltdown.鈥

Public Service Association of NSW (PSA) General Secretary Stewart Little has condemned the use of threats, such as arrest by the Upper House of the NSW Parliament, in its dealings with ministerial and public sector staff.

The 色狼社区represents ministerial staff in NSW.

鈥淭he 色狼社区is appalled that ministerial staff are being used as political footballs and threatened with arrest for simply doing their jobs,鈥 Mr Little said.

鈥淭he power of arrest is one that the Constitution grants to the courts, not to Parliament.

“It is unacceptable that workers are being met with such threats in the course of their employment.鈥

鈥淧oliticians and departmental heads are fair game, not public servants and staffers.

“Our members deserve respect and dignity in their work, not to be dragged into political fights.

“Staff need more protection, not more intimidation.

鈥淣o public sector employee should ever be placed in this position.鈥

Mr Little said the Association will continue to advocate for stronger safeguards to protect staff from political interference and ensure all employees are treated fairly.

The Public Service Association (PSA), the union representing workers at the Art Gallery of New South Wales, has today called on the NSW Government and Art Gallery management to halt a damaging restructure that would see 51 jobs axed and $7.5 million cut from the institution’s budget.

色狼社区Assistant General Secretary Troy Wright says the planned cuts need to be halted immediately.

“This is not reform 鈥 it鈥檚 a calculated attack on the people who bring this Gallery to life,” Mr Wright said.

鈥淐utting 51 roles from the core workforce while shielding executives and consultants is not change, it鈥檚 carnage.

The proposed cuts, outlined in the so-called Change Management Plan distributed in mid-August, come as the Art Gallery enjoys record-breaking success.

With over 2.3 million visitors in the past year 鈥 a staggering 84% increase from pre-COVID levels 鈥 AGNSW is the 26th most visited gallery in the world.

“Why is one of Australia鈥檚 most successful cultural institutions being punished for its success?” Mr Wright asked.

聽“The staff facing the axe are not sitting behind closed doors 鈥 they are curators, educators, designers, and public-facing professionals who make the AGNSW world-class.”

The 色狼社区has also raised alarm about the departments most affected, such as Design, while directorates like Philanthropy, Major Gifts, and Business Development remain untouched 鈥 despite comprising 20% of the workforce.

“Let鈥檚 be real, the cuts aren鈥檛 falling evenly,” said Mr Wright.

The union has also rejected comparisons to the National Gallery of Victoria (NGV), a model repeatedly referenced by Treasury and Gallery management.

“If the plan is to remake AGNSW in the image of the NGV, let me remind you: the NGV is a cautionary tale, not a benchmark,” said Mr Wright.

Reports of toxic workplace culture, burnout, and inappropriate behaviour should not be ignored 鈥 they should be avoided at all costs,” Mr Wright stated.

The 色狼社区further highlighted concerns around unpaid labour, noting the surge in volunteer hours 鈥 up from 236 volunteers last year to 297 this year 鈥 raising fears that paid, unionised jobs will be replaced with unpaid or contract roles.

鈥淭his creeping reliance on volunteerism is a red flag. It’s not about community engagement 鈥 it鈥檚 about cost-cutting by stealth,” Mr Wright warned.

The union is urging the public, gallery-goers, and cultural advocates across the state to speak out in defence of the Gallery’s workforce and to demand a halt to the restructure.

鈥淲e鈥檙e not against change. We鈥檙e against cuts that gut the Gallery while protecting privilege,” Mr Wright said.

鈥淭his institution doesn鈥檛 just hang art 鈥 it hangs onto the dedication, skill, and passion of its people. And we intend to protect them,鈥 Wright concluded.

Yesterday 300 staff critical to flood plain mitigation, dam safety and water quality testing were told they would be joining the unemployment queues.

This comes on top of an announcement last week by the Department of Primary Industries and Regional Development that 165 jobs would go even though they are vital for natural disaster response and in controlling pests like fire ants and varroa mite.

In recent weeks Transport for NSW also announced 950 jobs would go and TAFE NSW announced it would be cutting 100 jobs from regional centres including Dubbo and Orange.

Public Service Association General Secretary Stewart Little said regional communities will be without essential frontline workers if hte cuts aren鈥檛 reversed.

鈥淭hese are researchers who provided safe drinking water to communities in Lismore and northern NSW during recent flood events,鈥 said Mr Little.

鈥淭hese are people who work in flood mitigation to try and protect communities from one in 100 flood events like we saw hit Eugowra in 2022.

鈥淵ou can鈥檛 jobs like this and expect it not to impact flood response or water quality.鈥

ASU NSW & ACT Secretary Angus McFarland said the decision was devastating.

鈥淭his decision to cut hundreds of essential water jobs is a devastating blow to the workers and the communities they serve each and every day. It鈥檚 outrageous that WaterNSW is slashing hundreds of jobs at a time when their expertise and labour has never been more essential.鈥

鈥淲ith climate impacts escalating, it鈥檚 hard to see how a state-owned corporation can justify cutting the very jobs that protect our water and communities.

鈥淲hat plan does the state government have in place for the next inevitable flood? How can the state government expect to respond to the climate crisis challenges if critical capacity is stripped away?

鈥淕utting the workforce now will only cost the state more in the long run. Plus just last week, IPART gave WaterNSW permission to increase their prices by 10 per cent per year for the next three years.鈥

Transport Minister John Graham is running a protection racket for fat cat bureaucrats in his department who鈥檝e been quarantined from the massive jobs cuts announced on Wednesday, the Public Service Association can reveal.

On Wednesday the government announced almost 1000 jobs would go from NSW鈥檚 transport department with a workforce of 16,000 but the 色狼社区has since established the bloated executive of 1,100, who earn between $250,000 and $700,000, will be immune.

This is despite NSW鈥檚 transport department having far more senior executives than any other department.

The department has one in four of all the senior executives in the entire public sector despite being made up of only 16,000 people and the public service having over 400,000 staff.

The enormous voluntary redundancy entitlements of senior executives, which entitle them to up to $400,000, or 38 weeks pay, if they are sacked is one of the reasons they are hard for governments鈥 to dismiss.

This entitlement can only be changed by legislation.

The 色狼社区is meeting its affected members who haven’t ruled out widespread industrial action.

Public Service Association General Secretary Stewart Little says the Minister needs to cut fat cat bureaucrats.

鈥淭ransport Minister John Graham is running a protection racket for senior executives, he needs to bite the bullet and clear the decks so people who perform direct frontline services keep their jobs,鈥 said Mr Little.

鈥淭he truth is it just costs too much to sack these fat cat executives, they鈥檙e entitled to voluntary redundancies of 38 weeks pay which can be up to $400,000, so they hang around for years while our members on $75,000 get punted.

鈥淏ut it鈥檚 more than that, these are the staff the Minister meets with, the ones he runs into in the tearoom, the ones he knows by name, it鈥檚 hard to sack these people, as opposed to the frontline staff who are just numbers on a page to him.

鈥淭he Transport Minister needs to toughen up and sack a few more of these pen pushers, rather than the hardworking people on $75,000 who actually keep traffic flowing and trains running.

鈥淭he head of the department has admitted that from 2021 to 2023 his department added an average of two new senior executive roles every week, that鈥檚 madness.

鈥淭he Transport Minister needs to change legislation so they don鈥檛 have to pay these executives these huge Voluntary Redundancies, these huge golden parachutes of $400,000, so they鈥檙e easier to hire and fire.

鈥淚f this department has to cut 950 jobs you keep the hardworking people at the transport management centre, the accident response drivers in the harbour tunnel and on The Sydney Harbour Bridge, and sack the pen pushers at the top, not make them immune.

鈥淓very day 2.5 million car trips are made, and 3.2 million people commute on public transport, sacking 1000 people is going to cause chaos.鈥
