鈥淭hat this meeting resolves that an election for Women鈥檚 Council be held as soon as possible in 2013.

That Central Council review the By-Laws which includes realigning the electorates for Women鈥檚 Council to reflect the current department structures in the NSW Public Service and the disposition of women members at 31 December 2012 as advised by the General Secretary.鈥

鈥淐entral Council thanks the members of the Women鈥檚 Council Committee for their commitment to the female members of the 色狼社区over their term.

Central Council resolution of December 2012 which states that elections be held as soon as possible must be upheld.

Central Council endorses WC2013/015 resolution to create an Electorate Committee to facilitate the overdue 2013 elections.

Central Council requests the Electorate Committee to recommend the electorates for the elections to reflect the structures within the Public Service.

Central Council requests that the 色狼社区Women鈥檚 Industrial Officer report the recommendation from the Electorate Committee to the General Secretary two weeks prior to the June 2013 Central Council meeting to allow a July 2013 election.

Accordingly, the June 2013 Women鈥檚 Council will be the last meeting of the current Women鈥檚 Council Committee.鈥

Deputy Industrial Relations Commission President Harrison today handed down a decision in relation to the PSA’s unfair dismissal application for a member from WorkCover.

It was ordered that the member be re-instated with no detriment in a decision which was wholly damning of the manner in which the disciplinary matter had been handled.

DP Harrison stated that in all his time on the bench he struggled to find an example where someone was dealt with more unjustly and that WorkCover’s handling of the matter was an “absolute disgrace”.

DP Harrison further stated that the conduct by WorkCover, the Safety Regulator in NSW, was “shabby and disgraceful. It lacks any objectivity and has the characterisation of institutional bullying.”

The NSW Government is putting a further squeeze on public sector employees鈥 pay by revealing it will make them pay for the Federal Government鈥檚 compulsory rise in superannuation out of their own pockets, the Public Service Association said today.

Treasurer Mike Baird has confirmed he considers the rise in compulsory superannuation 鈥 0.25% from July as part of a staggered rise from 9 to 12% – as an employee-related expense falling under the Government鈥檚 2.5% cap.

This is a blow to public sector workers already saddled with a sub-inflation wage cap, said Public Service Association General Secretary Anne Gardiner.

鈥淭he NSW government has set the bar very low in the way it has made this decision,鈥 she said.

鈥淭here has been no consultation with public sector unions. We would have expected the biggest employer in NSW to show more respect for its workers.

鈥淭he rise in superannuation means the cap has now effectively been reduced to around 2.25% and will reduce further as the compulsory superannuation rate increases.

鈥淭his is supposed to be an employer contribution to superannuation but the NSW Government is shifting the cost of this increase on to their employees.
鈥淯nlike other employees in NSW, public sector workers can鈥檛 even offset this superannuation cost with increased productivity because this is not permitted under the O鈥橣arrell Government鈥檚 wages policy.鈥

At its meeting on 8 April, the PSA鈥檚 Central Council resolved the following:

鈥淭hat the 色狼社区immediately file applications to vary the following awards by 2.5%:

1.聽聽聽聽聽 Crown Employees (Public Sector- Salaries 2008) Award

2.聽聽聽聽聽 Crown Employees (Audit Office) Award 2009.

3.聽聽聽聽聽 Crown Employees (Independent Pricing and Regulatory Tribunal 2012) Award.

4.聽聽聽聽聽 Crown Employees (Independent Transport Safety Regulator) Award 2011.

5.聽聽聽聽聽 Crown Employees (Roads and Maritime Services Division of the Government Service of New South Wales 鈥 Salaried Staff Salaries and Conditions of Employment) Award.

6.聽聽聽聽聽 Crown Employees Wages Staff (Rates of Pay) Award 2011.

7.聽聽聽聽聽 Independent Commission Against Corruption Award.

8.聽聽聽聽聽 Landcom Award 2010.

9.聽聽聽聽聽 Livestock Health and Pest Authorities Salaries and Conditions Award.”

That the 色狼社区pursues a 1 year term and further, that the 色狼社区oppose any attempt to include a 鈥渘o extra claims鈥 clause in the awards, provided that the pay increase achieved is payable from the first full pay period in July.鈥

Under the Government鈥檚 wages law we are only able to claim 2.5% a year.

Any increase in excess of 2.5% must be balanced with a trade-off of conditions, a measure to which the 色狼社区will not agree.

The acceptance of a 鈥渘o extra claims鈥 clause would restrict our ability to raise and defend a range to defend a range of other matters that may arise over the course of the terms of these awards.

The existing awards expire on 30 June.

The 色狼社区lodged the award variations on 9 April.

The Federal Government has announced a review of the Federal Paid Parental Leave Scheme. The Federal Paid Parental Leave Scheme is 18 weeks鈥 pay at the national minimum rate for the primary carer, and two weeks “dad and partner” pay. Our members are entitled to both the Federal Paid Parental Leave Scheme and the entitlement in the Crown Employees (Public Service Conditions of Employment) Award of 14 weeks full pay – this amount varies for our university members.

The review is seeking public submissions, and the 色狼社区will be preparing a submission to the review. To assist with this, we would like to hear from members who have experienced both inadequacies and positive experiences with the Federal Paid Parental Leave Scheme.聽 Please email the Women’s Unit at women@psa.asn.au by no later than 30 April 2013.
